WP3 - Increasing the quality of proposals submitted in response to FP 7 calls

Objectives:

The main objective of this WPs is to improve knowledge of NCP in pre-screening project proposal that are to be submitted in response to EU FP 7 calls for proposal for Environment (including global change) - decreasing not only the number of “out of scope of the call” but also to strengthen the quality of those which will be submitted - by exchange of experience between experienced NCPs and newly appointed NCPs. This will not include scientific issues but cover “administrative issues”, for example the forms to be used, objectives, deliverables, management, etc. A “pre-screening tool” will be developed that will be used by NCPs to support scientific and industrial FP7 proposes.



Description of work: (possibly broken into tasks)


One of the most important difficulties encountered by many project proposers is a lack of experience in Framework Programme proposal writing. In spite of the quality of researchers, proposal preparation takes a lot of time and resources. A large number of researchers are unable to present their ideas is a suitable manner, to make it readable and understandable by evaluators. This means that it is imperative that NCPs are able to support the proposal writing process by providing feedback on the content and quality of the proposal.



This work package will provide NCPs with the tools to pre-screen FP7 proposals that are being submitted by consortia. The pre-screening will NOT provide an opinion on the scientific and technical facts but to a better presentation of the proposal itself, in line with FP7 recommendations and guidelines. As proposals are submitted by pan-European consortia, NCPs will establish a set of common procedures to be followed, in order to assess the quality of a proposal.
